Kill all the minor NPCs (the others cannot die) to avoid further trouble. Well I fixed it but I had to restart my game. Already finished the main story and went for UC but made a new game (not new game+) and did a crimson fleet/ryujin playthrough. Went to crucible to try and get Roosevelts suit and it worked.
