Mine were not tightend to spec. Tech put on a scanner, with in 1 hour had the issue solved and tightend the eyelets to the ground bolt. If you are in a rush and go through the movements as described by Grayman5752 v ery quickly it would stay in "limbo" and show D on the shifter, but still be in neutral.
