Specifically, the closest I can get is 16-20 using legendary firesplitter. If I use dino handaxe, it just gives me 17-20. (subtract 1 for perfect swf, since the builder doesn't seem to include that somehow).

Strimtom's hardcore season 1, 2 and 3 builds are easy to achieve, high survivability, decent new player starting builds that require no tomes. Some involve race/class/universal tree unlocks but a fair bit don't. I would say new players go look there instead of other places.
