Yes its pretty hard to endgame gaige without anarchy because she has little DPS without it. But its actually pretty well balanced for most set ups. Just don't sham fleet. Maya is great fun but not for elemental damage, for crowd control, and AOE damge. Gaige is better for elemental damage than maya, as well is krieg.By not using Anarchy, you are crippling Gaige's damage potential. 1.75% Gun damage times either 150/400 equals death. And with ricocheting bullets you can fire from cover. DT can't keep up in TVHM or late 1st playthrough.
